In 1899, George Arkell, working for Charles Booth, visited Baildon Street in Deptford and utterly condemned it as one of the very worst streets in the area. Arkell claimed it was rife with crime, prostitution, poverty and child neglect. Were his conclusions correct and, if not, why was he so condemnatory?
